This current Pirates FO seems to rarely prioritize prospects (even high level) and develop them to a maximum extent, by prioritizing minor playing time. And, for that matter, most prospects do not focus on a specific fielding position. It seems that playing time is parceled out "equally" amongst many players, even ones who aren't real prospects. Further, they seem to prioritize moving almost every prospect around the field (for unclear reasons). I think both do a great disservice to many of their higher quality prospects.

cherington and co, seem to sour on their own prospects pretty quickly so.....who knows
I think they just actually think spending time with the coaches is as valuable as game experience.
Maybe he has some of those Josh Hader usage rules in his contract. Has too be able to make the early afternoon buffet specials.
