I think that it is a function of having fewer minor league teams and so prep picks have to be moved up to A-ball teams sooner in order to have playing time for every prospect. This quicker move into A-ball for 19-and-20-year-old prospects results in the college players not facing appropriate level competition in A-ball.
Probably a good part of it. I know Dreker has spoken on it before, along with others, on how the level of play in Low-A has seemed to have diminished since the contraction.
Then you can see the gap from Low-A to High-A has seemed to widen, while the upper echelon (like Langford or Waldrep from this last class) cakewalk even through High-A. It's gotten to a point that you really can't form strong opinions on a player till they've settled in Double-A.
As if the Pirates don't have their own struggles. They don't need to use one of the most mismanaged franchises in the league as a model for how to handle their minor league system. I doubt anyone else is looking to the Angels to explain things to them either.
