Not sure what the Central Division thing is about lefties. That said, in general, PNC is more a pitcher's park and there's plenty of evidence of free agent pitchers thriving there.
Guessing... if you don't throw the ball that hard it must be harder to hit home-u-runs... physics, right? Low arm slots and wiggly pitches, deception and guile.
Guessing also that the Bucs (not wanting to spend any bucks) are doing a pitch by committee thing this season and need a binder full of lefties for matchups.
Fleming is on a Split contract, making $850K if in MLB. Lost the second half of last season with elbow issues? Chapman, Borucki, Hernandez, Falter, etc. - and that's just the LH MLB guys I can remember. As I recall, we had 2 or 3 LHRP/LHSP guys at AAA - Alldred, Dombkowski, Ogle - are they still part of the Pirates?
With Mike Burrows, even if he returns in June or July, it's long odds at best that he stays with the mothership through the 2024 season - we'll be using that option sooner or later, so might as well do it now and save the MLB Service Time.
Burrows will still be on the minor league injured list, they only start his service time if he goes on the MLB injured list. They won't move him to the major league injured list unless they have no other option for a 40 man space to save his service time. He's going to use the option regardless, but should be able to get a 4th option on petition.

Is it more likely that
a) When the Rays acquire a pitcher, he improves
or
b) When the Rays cut a pitcher loose, he improves with the new team?
"A"
Rays don’t thrive in AL East with their budget by making bad decisions very often.
