Overview
Phelps was a power-hitting third baseman for three years at Georgia, with 41 home runs total. In his junior year he batted 348/468/628 with 19 home runs. He generates a lot of bat speed and high exit velocities, and can catch up to high-velocity fastballs. He does chase and doesn’t walk a great deal. His K rate as a junior wasn’t bad, though, at 15%. He boosts his OBP by getting hit with a lot of pitches, including a startling 35 times in 65 games as a junior, which was two shy of the NCAA record. Phelps’ speed is fringy and his actions at third are such that scouts doubt he’ll stay there, with a move to left or first most likely. His arm is average. MLB Pipeline ranked him 121st in the draft class and Baseball America 124th. It’s a little surprising that he lasted as long as he did. He signed for $12,300 under slot.
